Do you mean the setting for the Portal module that scrolls through the latest topics? If so, go to Admin Panel > Modules > Portal > Structure, find the Recent Topics module, and click Modify. The scrolling options are right there.

It is not a modile but a widget. Look at the widget section for Recent Topics.
