How do I delete topics without having the members post count go down?
I understand that everytime I delete a topic their number of posts go down along with it.

I think there is no feature like this.
I'd suggest that you create a restricted category, and move those unwanted topics to that restricted category.

if it's a topic, then just forward it to the garbage. no post count lost.

I've seen this feature on smf forums.
It should be able to be implemented on phpbb.
I suggest their Be a button in options that you can choose that will disable the post count for users so that when a users posts something, their "Posts:" will not rise.
