How Do You Make A Bot?

Hello all!

I am sure that somewhere in your travels throughout the Support Forum, you have come across a user with the username, Forumotion Bot.

I was just wondering, is this an actual bot, or is an actual person. If it is a bot, how can I make one for my forum?
