my forum is phpbb3 and he said that in phpbb3 it only shows in index of the forum =.=

Yes, it's only for the index. What seems to be the problem though?

so then try to place the code in your announcements.
Admin panel>general>messages and emails>announcements
be sure to set to show in all pages and not to have the scroll activated.
