Hey i have a problem my staff members say they can not post sticky's or other special post's can someone please help me thanks!

check your group permissions for the forums, be sure you allow them to post stickies and announcements,
the best way is to go to.
Admin panel>general>forums
click on the forums one at a time>then permissions and set the permissions for the given group as you wish.
then if you want the same permissions like that for all the forums.
Go through the rest of the list one by one, click on the forum and then select copy permissions from, the previous forum.
Be sure to hit save after you change each one as well.

Sticky is another name for announcemnet.

Sticky: A sticky is a topic of greater importance, it thus stays on the top of all normal topics all the time. It usually contains rules or other important infos that your members can easily find at every time.
