Paypal sent funds to bank, but bank won't transfer funds?

Paypal, sent my funds to the my bank, but now the bank won't send the funds over to alertpay, I went to the bank to make sure that the funds were in there and they were, so I used the payment button on kooday trying to transfer them to alertpay so alertpay could send them to kooday, but I keep getting a decline from the bank, so I don't know what to do now? maybe I could withdraw the funds and send alertpay a money order but th
