Android Explorer not finding device.

Android Explorer not finding device.

USB debugging is on.
I turned debugging off and then back on to make sure that wasn't it.
Restarted tablet.
Unmounted and mounted.

My tablet isn't rooted, is that why?
Am i doing something else wrong?
Am I just missing a step?

My appslib is not working. It starts and works fine until i want to download an app. Then it says, without fail, "Appslib has stopp
